Every two decades or so, a very significant player changes hands in the Rule 5 draft which takes place at the winter meetings next week. Johan Santana, George Bell and Roberto Clemente are the three big names. Due to changes in the rules in the newly negotiated collective bargaining agreement, this will likely be a slow year for the Rule 5 draft. Here is a primer on the rules prior to the changes, and here is a summary of the changes. Formerly, most college players would have to be placed on the 40 man roster within 3 years of their signing or else they would be eligible to be chosen in the Rule 5 draft, whereas most high school players would have to be placed on the 40 man roster within 4 years of their signing or else be eligible. Under the new CBA, the time for most college players has been extended to 4 years and for most high school players to 5 years. This change has a number of implications for player development, but for today, let's see how the Jays' 40 man roster looks with the Rule 5 draft in mind.


Currently, the Jay 40 man roster has 35 players on it. The following players are not on the 40 man roster, are eligible for selection in the Rule 5 draft and made our top 30 prospect lists: Jamie Vermilyea, Dustin Majewski and Robinzon Diaz. It is unlikely that any of these players would be taken if they are not added to the roster at the last minute. I expect that there will be very little, if any, action during this year's draft. This is a transition year as a result of the CBA changes. Next year's Rule 5 draft will probably be more interesting.

Since the Jays didn't have to protect a number of players this offseason that they would have under the old CBA it has allowed them to take flyers on a couple of pitchers this offseason - Jean Machi and Matt Roney - that they probably wouldn't have otherwise.

 Vermilyea was taken last year, so it wouldn't surprise me if someone grabbed him agains this year, now that he's got a full season of AAA under his hat. He'd make a decent back-end reliever for a bunch of teams.

Interestingly enough, if Jamie Vermilyea is grabbed again but doesn't make the team and is placed on waivers and passes through them, he becomes a free agent. It happened a few years ago to a Jays' prospect who was nabbed in the Rule 5: Brian Smith.

Well, this sure is the neglected thread now!

I may be one of the few Vermilyea believers left -- although, during the preparation for this article, Mike Murphy tabbed him as the "closest to major league-ready" among the 2005 Fisher Cats -- but if they lose a possible Pete Walker, it's not hard to get over it. And I don't expect Majewski or Diaz to stick anywhere (has a catcher ever Rule 5'd his way to freedom?).

It happened a few years ago to a Jays' prospect who was nabbed in the Rule 5: Brian Smith.

As I recall, the Pirates exploited a loophole in this situation.  They released Smith and then immediately signed him to a minor league contract.  I believe he would have still been sent back to the Blue Jays had he not made the Pittsburgh roster.

Chris Shelton split time between 1B and C.  Of course he was a hitter who caught, not a catcher who couldn't hit.

I'd have Vermilyea on the 40 man roster as well.  It looks like there's going to be an extra spot, and if not I'd drop Santos for him.

According to Rotoworld, Robinzon Diaz was added to the 40. No one else was mentioned.
