The BBFL has only one proposed rule change. It and additional league information are below the fold…

UPDATED at 11pm EST Feb 28...

Rule Proposal

Returning BBFL team owners may now vote on the proposition, which is split into two parts (The proposal regarding a shortened waiver period was never seconded, to my knowledge).

Part 1:

The BBFL does not presently limit the number of waiver/free-agent transactions an owner can make each year. Should the league institute a maximum number of transactions?

Vote yes or no.

Part 2:

What should be the maximum permitted number of waiver/free-agent transactions per season (vote even if you voted “no” on Part 1).

a) 60
b) 80
c) 100

The second part of the proposal, which has three options, will be voted on via the Borda Count Method. In voting for such propositions, owners must rank each option from most favored to least favored.

To vote, send an email to bbfl at scottlucas dot com. Please put your team name in the message so I can keep track of who has voted. Use this forum to discuss your vote, the upcoming season, or whatever.

Voting ends at 1159pm PST, Monday, March 5. I’ll post the results the next day, and the trading window will open March 7 assuming the league has full ownership.

Returning Owners And Orphaned Rosters

I’ve already sent out notices to the three new Alomar owners to claim their orphaned rosters. With seven new owners, the Barfield situation is more complicated. The order of choosing is as follows:

Schroedinger’s Bat (#18 in Alomar in 2006)
Eastern Shore Birds (#19 Alomar)
Sexy Underpants (#1 Carter)
Chico’s Bail Bonds (#2 Carter)
Wedding Singers (#3 Carter)
Shining Force (promoted via league attrition)
Blocked Youngsters (same)

The seven orphaned rosters are: Magic 9, Pohnpei Papayas, Moscow Rats, Canadian Wannabe, Dr. Z’s Hot Men, Pistol Nine, and Jick’s Rays.

I have not determined which players must be traded or dropped under the three-year rule, but I will do so very soon and email roster requests. Keep in mind that you’re choosing not just a roster but that roster’s slot in the draft order. For example, Magic 9 won the regular season title, so whoever picks his roster will draft 20th.

New Owners

I’m really, honestly sending out an email for new owners as soon as I post this. We need seven new owners. First on the list are: see you, ronnybrams, T-Fern, HippyGilmore, Geoff, zaptom, and The Bone. You can respond here if you don’t receive the email.

New owners do not get to choose among orphaned rosters. They will be assigned by order of 2006 finish, which is to say, the highest ranking member of the waiting list will get the highest ranked team available, and so on down the line. Don’t sweat it. Two of the three owners promoted from Carter for this season were newbies last year.

UPDATE:

I have not gotten responses from four people of the first seven on the waiting list.  They are 'ronnybrams,' 'T-Fern,' 'HippyGilmore,' and 'The Bone.'  If I haven't heard from you by 6pm tomorrow, we'll move on down the list.
