At $4 million you aren't going to get much. Given we now have a couple of 1/2 decent utility infielders (not great, but not horrid as they can play defence and better ones will cost big bucks) I'd go after a top backup catcher or solid middle guy - aka a loogy or roogy. For the catcher I'd chase someone who has solid defense and a bat that has some holes but is solid for 2-3 games a week. Better than that and you'll be back up to the $6-10 million range. Loogy would be a 40-50 IP guy who will make Gibbons feel happy.

Given I feel the Jays really have $30+ million available I'm not happy about them acting like they have under $5 but lets hope they spend what they are allowed to well.

Other!
Use the 4 million on the draft, be the team that selects the top prospect who's asking for the moon, and as an added bonus you get to anger “Bud the Spud” and really is there a better use of 4 million than to piss good ol’ Bud off

I'm an "other" too!

I say sign Sal for two Roger Clemens cards and keep the $4 million until:

Overbay overswings, and breaks his hand again, his bat flies over and hit's Glaus - breaking his sore foot.  Zaun rushes to his aid and trips over the dugout steps re-breaking his hand. Wells shouts "Oh woe are we" and throws his arms up, reinjuring his shoulder. JP then trades Towers (who had accepted arbitration) to the Yanks for Posada, ARod, and Matsui - and - sends the yanks the $4 million to equalize the package.

I don't know what you can really get for $4 million dollars. Barrett is an interesting option, but I definitely wouldn't give up a draft pick for him and I'm still not sure he's a significantly better option than Thigpen. The bullpen is pretty solid, and I don't think you're going to find a starter for $4 million who's any better than what they already have. Maybe another utility infielder, but Scutaro is pretty decent.

I'd rather just hang onto the money. It might be better used at midseason.

I'm really curious as how they only have 4 million left to spend.  Assuming Scutaro makes 3 million thats all of 7 million dollars to improve this barely above .500 team?  Seems very low imo for a time when revenues are at an all time high.  Also if thats the case they really can't afford to offer Reed Johnson arbitration, they should look for a  cheaper option to platoon with Stairs.

Where should they spend the money?  I'm not sure but this team does need improving externally if they realistically expect to be anything more then fringe contenders.

I'd say Other.. I'd rather use the money on draft or trade.

As backup cathcer, we have Thigpen,Diaz, and maybe Fasano. I think that's enough for backup catching, but because we don't have enough AA/AAA level catching prospect, I'd want to see George Kottaras as a Jay.

He had terrible year, but still young(24), have lot of potential, and will not cost too much.

Another hole we have is 3B backup/lefty bat/leadoff hitter.

I'd say trade for Dallas McPherson of Angels. He's injury prone but his lefty power bat will great addition to our team.

Callix Crabbe of Brewers also looks great. Switch hitting 2B, has some speed, very good OBP(.287/.377/.435 in AAA this year), and young(24).

These guys will cost some prospects/bullpen arm/money, so I'd say fill the farm with better talents by use more money. I'd want to see more high schoolers in 2nd round~ 15th round.

Grab some guys who has talent but dropped because of rumors, signability. these guys will strengthen our farm and also weaken rival team's farm.
