Our discussions over past two weeks have resulted in nine proposed rule changes and additions. BBFL team owners may now vote on these propositions. Any proposition that has more than two options will be voted on via the Borda Count Method. In voting for such propositions, owners must rank their answers from most favored to least favored.

To vote, send an email to bbfl@scottlucas.com. Please put your team name in the message so I can keep track of who has voted. Use this forum to politick, discuss the upcoming season, or whatever.

Voting ends at 1159pm PST, Saturday, February 12. If necessary, I may push back the trading window until all teams have owners. I'll keep you posted. The window will still be fourteen days.



Propositions:

2005-01: Create a third division to be named "Carter." The Carter Division will have the same rules and promotion system as other divisions in the BBFL and will be filled from the Waiting List, consisting of people who posted or emailed requests to join during the 2003-2004 and 2004-2005 offseasons. All owners are subject to approval by the BBFL Rules Committee.

2005-02: If Proposition 01 passes, will the Carter Division be a keeper league?

2005-03: Change the promotion system between divisions beginning in the 2005-2006 offseason.. Currently, the top three regular-season finishers are promoted to the higher division. Voting YES will change promotion to the two highest regular season finishers plus the winner of the Championship Bracket playoff. If the playoff winner is among the top two regular-season finishers, the third-place regular-season finisher becomes the third promoted team. Voting NO retains the current system.

2005-04: Permit owners leaving the BBFL to designate their replacements.

2005-05: If Proposition 04 is approved, may the departing owner designate someone who already owns a team? A NO vote would require the owner to designate someone who does not have a team.

2005-06: If an owner abandons his team or chooses not to designate a replacement (depending on the outcome of Proposition 04), that team will need a replacement owner. This vote sets the priority for offering new ownership. The system receiving the highest vote total will be used first, the system receiving the second-highest vote total will be used next, and so on.

Procedurally, replacement will begin with the highest-finishing ownerless team in the highest division and move through each division as needed until all teams have owners. All replacement owners are subject to approval from the BBFL Rules Committee.

In order, teams will be offered:

(a) To owners in the next lowest division who were not promoted, in order of regular-season finish. The potential replacement owner may decline the offer and keep his existing team in the lower division. (If the ownerless team is in the lowest division, the Waiting List will be used.)

(b) To owners who were relegated to a lower division, in order of regular-season finish. The potential replacement owner may decline the offer and keep his existing team in the lower division. (If the ownerless team is in the lowest division, the Waiting List will be used.)

(c) To the Waiting List, consisting of people who posted or emailed requests to join during the 2003-2004 and the 2004-2005 offseasons.

(d) To the 2003 waiting list (see comment 19) from when the BBFL was created. Applies to Alomar Division replacements only. Some of the people on this list are current owners of Barfield Division teams.

2005-07: Set the minimum number of weekly at-bats to 100. Failure to reach 100 would result in forfeiture of all offensive categories for that week. The BBFL currently has no at-bat minimum, and voting NO would keep this in place.

2005-08: Increase the number of Disabled List slots on a roster. The current number is one.
(a) Total of 3 slots
(b) Total of 2 slots
(c) 1 slot (no change)

2005-09: Create a Center Fielder roster position. All position designations are made by Yahoo.
(a) Add a CF to the existing roster composition.
(b) Change one of the four OF slots to a CF slot.
(c) Keep current system.

Quick question about the Borda Count Method. Must we rank all choices from most favoured to least favoured, or do we have the option of voting for fewer choices?

You have to rank each option in proposition 6, 8, and 9.

FWIW, I voted Yes on all Yes/No options.

Regarding the DL slots I went 2, 1, 3. I think 3 would be excessive in a league this large. You do also have bench spots to utilize in case of injuries.

My understand is that with Borda Count points are assigned for each vote, from N to 1. So if I voted for only one option in proposition 6, that choice would get 4 points, and all others would receive zero (from my ballot). Forcing everyone to vote for all choices avoids this "strategic omission" tactic.

Just a quick point from a non-owner (feel free to delete after reading). Post 29 from the same thread has a more complete and numbered waiting list.

Thanks Moffatt. Perhaps we should add the "must vote on all choices" into the constitution or whatever, so there is no confusion in the future.

Scott,

Is it perhaps worth sending an email to the truant owners for which you have an email address? Not everyone checks BB regularly during the offseason. I have emails for some, not all of the Barfield managers.
