I think the answer is after super 2 cutoff is safe so likely in mid June. I think the Jays will bring him up this year but doing it 1-2 weeks later will save the team millions of dollars in a few years. I see the reason for keeping him to next year as well. This is not a team in the middle of contention and if you’re looking at a contention window starting say 2020, you shorten that window by bringing Vlad up now.
